1919-21 Rotary Press Coil Waste Issues #538-546
The term "waste" is used to designate older engraved stamps of the Washington-Franklin series, intended to be produced as coils, that were pressed into service as sheet stamps. Sheets of these "waste" stamps, many already perforated on two sides, were run through machines to apply perforations to the two remaining sides, often resulting in poor centering.
