When new stamps were needed to accommodate lower letter rates approved by Congress, Thomas Jefferson made his postal debut, while George Washington and Benjamin Franklin continued to appear on this imperforate set (#7-17). The beautifully-engraved profile of Franklin was adapted from the bust by sculptor Jean-Antoine Houdon.
