FIRST U.S. COMMEMORATIVE SHEET To celebrate the 1926 International Philatelic Exhibition in New York City, the Post Office Department issued the 2¢ Battle of White Plains stamp in a special sheet format that contained 25 (instead of the usual 100) stamps and bore marginal inscriptions publicizing the exhibition.
