PARCEL POST POSTAGE DUES With the introduction of the 1913 Parcel Post stamps for mailing packages there was also a need for Parcel Post Postage Due issues to be able to account for shipments without sufficient postage. The entire Parcel Post and Parcel Post Postage Due experiment that started at the beginning of 1913 effectively ended on July 1, 1913 when the Postmaster General directed that regular stamp issues could be used on parcels.
