Following public discontent with the 1869 series, the Post Office returned to the earlier stamp sizes and portraits of Presidents and famous Americans. Stamps from this period are known as the "Bank Notes", and were printed by three private Bank Note companies. Printings can be distinguished by the paper type and "secret marks" added to the designs. The 38-star flag was the official flag until Idaho became the 43rd state in 1890.
