A reduction of the letter rate in 1883 from 3¢ to 2¢ created a need for stamps at the new rate. To keep Washington on the letter rate stamp, this stamp was issued to replace the 2¢ Jackson, and Jackson moved to the 4¢ stamp. Scott 210 2¢ Washington
