Between 1943 and 1944 the U.S. Post Office embarked on an ambitious series of stamps picturing the flags of the nations occupied by the Axis powers of Germany, Italy and Japan during World War II. These Overrun Nations stamps would send a message that the goal of the Allied Nations was to liberate these nations and eliminate the tyrannical occupying forces. The denomination of these stamps was 5¢, the international rate at the time - and a guarantee that these stamps would be used on mail sent around the world.

Since the government printers did not have the ability to reproduce the flags in full color, the American Banknote Company was contracted to print the stamps. The sheets lacked the usual plate numbers the Bureau of Engraving and Printing used, but the name of each nation was printed in the top margin of the sheet.
