Except for the initial issues of 1847 and the pictorial set of 1869, all Definitive stamps paying the first-class rate pictured George Washington - a policy that would continue through 1938. When the basic first-class letter rate was reduced from 3¢ to 2¢ per half-ounce in 1883, the existing 2¢ stamp featured Andrew Jackson. A new George Washington design (#210) was introduced to conform to existing policy.
