1926-1927 Airmail Issues #C7-C9
To encourage the development of civil aviation, Congress authorized the awarding of contracts to carry the mail, thereby relieving military pilots of this duty. The change proved to be a blessing for new airlines previously unable to carry enough passengers to make each flight profitable.
