Never one to miss an opportunity to promote postage stamps Postmaster General James A. Farley wanted to create a special commemorative sheet for the Third International Philatelic Exhibition (TIPEX) held in New York. This was the first time in U.S. postal history that 4 different stamp designs (Connecticut Tercentenary, California Pacific Expo, Michigan and Texas centennials) were combined onto a single imperforate sheet.
