Vietnam Land Reform - 1961 Complete Mint Set of 4

A late 1950s policy redistributed the agricultural property of large landowners to tenant farmers to increase the loyalty of rural citizens and diminish communist infiltration. Unfortunately this program was doomed by government bureaucracy and corruption, which ultimately resulted in the collapse of South Vietnam in 1975.
