Lacking a government-run postal service, a successful businessman in nearby Labuan struck a deal with the Sultan of Brunei to establish a postal service. Overlooked by collectors for years, these first stamps were issued in 1895 with the approval of the Sultan and paid for local postage in Brunei and to neighboring Labuan and Sarawak.
