The 13¢ Benjamin Harrison issue, one of two additions to the definitive series, paid the cost of postage plus the fee for insured mail with a single stamp. The 17¢ denomination, the first appearance of President Woodrow Wilson on a stamp, paid postage plus the fee for registered mail. Both were printed on the flat plate press.
