US #1690a Missing Light Blue Error - 1976 Mint 13¢ Franklin

A spectacular error when compared to the normal version (included) - this Bicentennial issue is missing the light blue back-ground. Only a few sheets have been discovered - quantities are very limited! (United States #1690A)
