Wilson's first term focused on economic regulation with the creation of the Federal Trade Commission, the passage of the Clayton Antitrust Act, and America's first-ever federal progressive income tax. As war ravaged Europe, Wilson focused his second term on maintaining U.S. neutrality. Although the U.S. entered the "Great War" in 1917, Wilson remained committed to diplomacy as the route to maintaining world peace.
