The Philippines was one of the first nations in the world to support scouting, forming its first troops in 1910. In 1979, the Philippines Post Office surprised collectors when stocks of a commemorative sheet issued 20 years earlier in 1959 were overprinted with new values and inscriptions commemorating the First Scout Philatelic Exhibition and the 25th anniversary of the First National Jamboree.
