Prior to World War I, the Ottoman Empire was crumbling and a treaty allowed Italy to establish post offices in the once vast Empire. This issue, overprinted on stamps of Italy with Turkish denominations, was first used in Albania, then under Ottoman control, and later used as far away as Jerusalem. (Italy Offices in Turkey #1-4)
