Philippines #296 Sampson - 1917 Mint Issue

The first post-colonial postal issues of the Philippines were overprinted on current United States stamps until new designs were prepared. This 1917 issue picturing Spanish-American War hero Admiral William T. Sampson is from the first new design series under U.S. administration. (Philippines #222)
