September 27, 1940 Germany, Italy and Japan signed a 10-year military and economic treaty that provided for mutual aid in the event that any of the signatories were attacked by a power not yet involved in the war in Europe. The Tripartite Pact, which clarified the expansionist goals and the relationship that had existed among the three governments since the mid-1930s, was meant as a warning to the United States that it would be confronted with war in both the Atlantic and Pacific if it became drawn into the conflict. President Roosevelt immediately froze all Japanese assets in the United States and placed an embargo on oil and steel shipments to Japan.
